The City of Fulton is proud to be both a charter city and a home rule city, giving us a unique approach to governance. A city charter serves as our local “constitution,” outlining how our government operates, its structure, and the extent of its authority. Unlike general law cities that must adhere to a standardized governance model set by state laws, Fulton’s locally-approved charter allows us to shape our government to best serve our community’s needs.

As a home rule city, this charter gives Fulton the flexibility to create ordinances, policies, and programs that address local challenges and opportunities–without needing state approval for every decision. This self-governance enables us to be more innovative and responsive, whether it’s designing public services, fostering economic growth, or improving infrastructure based on our community’s priorities.
